In general, and in accordance with the General Subsidies Law, subsidy is understood as any provision of money made by Public Administrations, in favor of public or private persons, and that meets the following requirements:

  • That the delivery is made without direct consideration from the beneficiaries.
  • That the delivery is subject to compliance with a certain objective, the execution of a project, the performance of an activity, the adoption of singular behavior, already carried out or to be developed, or the occurrence of a situation, with the beneficiary having to comply with the material and formal obligations that have been established.
  • That the project, action, conduct or situation financed has the purpose of promoting an activity of public utility or social interest or promoting a public purpose.

Types of subsidy

There are mainly 2 types of subsidies:

1st. Subsidies to finance investment.

Such as non-refundable subsidies, lump sum payment or unemployment capitalization, subsidized financing, sectoral aid and regional incentives, aid to the social economy (creation of social economy companies) or female self-employment…

2nd. Aid and subsidies for job creation and self-employment.

Right now there would be four:

  • Bonuses in self-employed contributions.

  • Bonuses for hiring workers.

  • Hiring aid.

  • Aid for local employment initiatives (R&D projects or similar).

The National Subsidy Publicity System

In Spain, the General Subsidies Law, by virtue of the reform operated by Law 15/2014, of September 16, on rationalization of the public sector and other administrative reform measures, establishes that the National Subsidies Database will operate as National Subsidy Publicity System (SNPS).

This database has been active since January 1, 2016.

All subsidy calls approved by the General State Administration, Autonomous Communities and Local Administration entities are shown, as well as linked or dependent organizations and entities, consortiums, commonwealths and public foundations.

In addition, the name or denomination of the beneficiary and the amount granted are indicated in the concession.
